||From 1990, ECCTIS Ltd held a funded contract with the then Secretary of State for Education and Science. Prior to 1990 the Open University had held the ECCTIS Ltd contract which was 100% funded by the Government.The remit for ECCTIS Ltd for 1990-1994 was to establish ECCTIS Ltd as a self-funding service, to progress its quality and develop its use by all who could potentially benefit.
In 1990 ECCTIS Ltd was 70% funded by Government, by the end of 1994 ECCTIS Ltd was operating as a full self-funding service, serving over 750,000 students at 4,300 CD-ROM access points.
