Survey on Substantial Differences

The Lisbon Recognition Convention suggests that qualifications for access to or forming part of higher education should be recognised equally across the signatory countries of the Convention unless substantial differences are evident.

With each education system designed to promote and fulfil its national values and needs, differences will always exist between qualifications but at what point can these differences be considered substantial? To answer this question and more widely to facilitate consistent recognition practice, this project sought to identify how the concept of substantial differences was interpreted and applied across the ENIC-NARIC Networks through a systematic survey of recognition centres.
