Statement of Comparability for the Early Years Sector

The Statutory Framework for the Early Years Foundation Stage (EYFS) sets out the requirements for staff-to-child ratios in settings delivering the EYFS in England and the qualification levels which practitioners must hold.

In order to count in the ratios for Level 2, your qualification must cover the 0-5 age range, and have a focus on early years education. To count in the ratios at Level 3 your qualification must cover the 0-5 age range, have a focus on early years education, and meet the six overarching criteria set out by the Department for Education (DfE). You must also hold qualifications which are considered comparable to GCSE Grade C or above in English and Mathematics.

The UK NARIC Statement of Comparability for the Early Years Sector (SOCEYS) has been developed in collaboration with the DfE.

The Statement of Comparability for the Early Years Sector advises the comparable level of your award and, if your qualification is considered comparable to RQF Level 3 or above, details which of the criteria have been met by your overseas qualification.

It will also include information on how your school qualifications compare to GCSE Grades A*-C standard.

The final decision as to whether a qualification meets the EYFS requirements will be made by the DfE.

Statement of Comparability for the Early Years Sector – Level 2

The UK NARIC Statement of Comparability for the Early Years Sector – Level 2 (SOCEYS-L2) states whether an overseas qualification is comparable to RQF Level 2 standard and whether it has a focus on early years education and covers the required 0-5 age range.

Statement of Comparability for the Early Years Sector – Level 3

The UK NARIC Statement of Comparability for the Early Years Sector – Level 3 (SOCEYS-L3) states whether an overseas qualification is comparable to RQF Level 3 standard or higher and if it meets the early years educator criteria.

  • is comparable to NQF/QCF/RQF Level 2 standard and

Level 2 EYFS Ratios
Your Early Years qualification:
  • is comparable to NQF/QCF/RQF Level 3 standard or higher, but
  • does not meet the early years educator criteria.
  • is comparable to NQF/QCF/RQF Level 3 standard or higher, does meet the early educator criteria but you do not hold qualifications which are comparable to GCSE English and maths at Grade C or above.
Level 2 EYFS Ratios
Your Early Years qualification:
  • is comparable to NQF/QCF/RQF Level 3 standard or higher
  • meets the early years educator criteria.
  • Also hold qualifications comparable to GCSE English and maths at Grade C or above
Level 3 EYFS Staff Ratios if you also hold qualifications which are comparable to GCSE English and maths at grade C or above

How to apply

Before you apply for a UK NARIC Statement of Comparability for the Early Years Sector (SOCEYS), we recommend that you read the Statutory Framework for the Early Years Foundation Stage and the Early Years Educator (Level 3).

Depending upon the level UK NARIC considers your qualification to be, it will be assessed against one of the DfE’s level Level 2 or level Level 3 criteria. If your qualification is considered comparable to RQF Level 3 or above, the UK NARIC Statement of Comparability for the Early Years Sector sets out whether your qualification meets does or does not meet each criterion.

A comparison of your secondary school qualifications is included as part of the Statement of Comparability for the Early Years Sector service.

You can apply online.

You can register and complete your entire application online. You can track the progress of your application, and contact UK NARIC using the built-in messaging function.

You can also apply by post. We will need paper copies (not originals) of all your documents (detailed below) and a letter giving your contact details and the purpose of your enquiry. State clearly that you are applying for a Statement of Comparability for the Early Years Sector.

We need the following from you:

If you apply online, you can upload scanned files. If you apply by post, send photocopies. Do NOT send original certificates.

  1. A copy or scan of your final certificate together with copies of final transcript or Diploma Supplement in the original language for your early years qualification.

  2. A copy or scan of official evidence of the age range covered by the content your qualification (if this is clear from the description of your course content, it is not necessary to provide additional evidence about age range). We cannot accept evidence confirming the age range you are able to work with upon completion of your course – the evidence must confirm the age range covered by your course content.

    If your qualification does not cover the 0-5 age range, as stipulated by the DfE, we cannot process your application.

  3. A copy or scan of a detailed description of your course content which should be obtained from your institution – eg your course curriculum, module descriptors or a course handbook. Only modules that you have passed will be examined as part of the mapping process. Where course content does not match the transcripts presented, these elements will not be mapped. Please note the course content presented must be from the year of study.

  4. A copy or scan of your final certificate together with copies of final transcript in the original language for your school qualifications.

  5. A copy or scan of a certified English translation(s) of any of your documents not in English. If you need a certified translation, contact your local translation agencies or your Embassy.

  6. Select a postage/delivery option and include payment for services plus postage/delivery.

If applying by post, include your contact details and a note to explain the purpose of your enquiry. Do not send a self-addressed envelope - your postage payment includes postage and packing. If you apply online, include any extra information in the “Application Notes” field on the screen.

We cannot process your application for a UK NARIC Statement of Comparability for the Early Years Sector without all of the documentation listed above. If your qualification does not cover the 0-5 age range, as stipulated by the DfE, we cannot process your application.

As part of the assessment process it may be necessary for UK NARIC to discuss your application with the DfE directly. You will therefore be required to give your consent to us sharing your information, with the DfE only, when completing your application.

How long does it take?

The turnaround time is 15 working days from the date of receipt of all required documentation and payment. This timeframe does not include initial checking or delivery time and cannot be guaranteed. In some cases, such as those requiring additional research, the process may take longer – if this happens, you will be informed.

How much does it cost?

The cost of the service is £100.00 + VAT* (£120.00).

*VAT is payable within the EU. If you are applying from an address outside of the EU, you are not required to pay VAT.

How many qualifications can I submit?

This service is for one early years qualification only, in addition to the comparison of your school awards. If you have more than one suitable early years qualification to be assessed, you will need to apply for more than one Statement of Comparability for the Early Years Sector.
