Dr Cloud Bai-Yun has been developing and managing the UK National Recognition Information Centre for the UK (UK NARIC) since 1997, the National Reference Point for Vocational Qualifications (NRP) since its inception in 2001; the National Europass Centre since 2005; and the National Contact Point on Professional Recognition from 2008.

Over the past few years, Cloud has developed and pursued professional interests in the global market for education, training and international mobility. She has been a key mover in taking forward major initiatives supporting transparency of qualifications in Europe, and enhancing efficiency of education systems in key countries worldwide. This has included in particular:

Cloud has played a key role in the field of recognition and international education in her capacity as a member of the Advisory Board of the NARIC Network, the Information Strategy Group for the ENIC/NARIC Networks, the Working Group for the European Information Network for Vocational Qualifications, the EU Life Long Learning Consultation Group and the International Advisory Board for South East Europe amongst others.

At the personal level, Cloud has a high level of proficiency in a number of languages. Her original research was in Cultural Studies and linguistics. Having studied both in mainland China and Russia during her pursuit of a Bachelor and Master's degree, Cloud gained a doctorate in Communication Studies in 1996 at Leeds University. She also holds professional qualifications in IT, Computing and Business Management.
